The Environmental Board has decided on the implementation principles of the property tax review at its meeting on 24.5.2022 May 2022. The review will begin in the summer of XNUMX. The review will update the Building Control building register to reflect the actual situation. The information added to the building register in the review will be forwarded to the Population Information System and the Tax Administration. An up-to-date building register will streamline the work of the authorities and the review will equalize the property tax treatment of property owners.
• The property owner must annually check the accuracy of the property tax decision for the property they own.
• You can check the tax information for the property you own yourself from the property tax decision or at Omavero.fiIf necessary, make a correction request to the Tax Administration.
• If you find any incomplete tax information, please also contact the property tax assessor, who will check whether the error is also in the building register.
• If your property tax information is correct and you have obtained the necessary building permits, the report probably does not apply to you.
• If you have accidentally built without a permit and are now applying for a permit yourself afterwards, no increased inspection fee will be charged.
• If an unauthorized building is found through investigation work and the building needs to obtain a permit afterwards, an increased inspection fee may be charged for the work.
• The building inspector decides whether a permit is needed.
• You can also check the municipal building regulations to see if a permit is required.
• If you have the required permits and the property tax is correct, but we still report our survey visit, it is likely because one of the buildings on the property is missing from the building register or there is another error in the register that does not require the property owner to take the above-mentioned measures.
• You can apply for or report a missing permit on the Lupapiste.fi website. See the section Rakennusvalvonta – Sähköinen asiointi
Measurement visits will only be made when necessary. If any discrepancies or deficiencies are found in the materials, a measurement visit will be carried out to the property. These properties will be notified by letter of the upcoming measurement visit approximately 1-2 weeks before the visit.
The property owner does not need to prepare for the measurement visits in any special way, unless they want to be there themselves. The inspectors have no need to enter the buildings, the measurements are carried out from the outside. You will recognize the inspectors by their high-visibility vests and photo ID cards. If you want to be there and book an appointment for the measurement visit (weekdays 8-17), please contact the property tax assessor.
You can influence the inspection date by notifying the property tax assessor of a time that suits you, but the property owner cannot completely prevent the inspection from being carried out. The Building Inspectorate has the right to carry out necessary inspections of properties pursuant to Section 148 of the Building Act.
It is important that constructed properties have an accurate and correct address, so that rescue services, among other things, can find the property quickly. The city's land surveyor should be contacted about missing addresses. Missing addresses discovered during the survey are forwarded to the land surveyor, who determines a new address and contacts the property owner.
That's okay, then everything is in order with your property according to the registers, or we haven't had time to visit you yet. If you want us to perform a verification measurement or to come and inspect your property earlier, please contact the property tax assessor.
Depending on the reason why the inspectors have made the measurement visit, the following may happen:
1) There is an error in the property tax information…
• the inspector advises the property owner on correcting the incorrect information
• if a building is missing from the property tax records, the inspector will forward the information to the Tax Administration
2) The building is missing from the building register…
• the building is added to the building register with the collected information
• if the building is not yet known to the tax authority, the information will also be forwarded to the tax authority
3) The building lacks a permit…
• the building inspector decides whether a permit needs to be applied for for the building afterwards
• if a permit is required, the building inspectorate will contact the property owner
• the building is added to the building register and the information is forwarded to the tax authorities
4) The building no longer exists…
• information about demolished or destroyed buildings identified during the survey will be updated in the building register and we will notify the Tax Administration of the change.
• check the accuracy of the property tax return for the year the change came into effect; if there is an error, contact the Tax Administration.
• sometimes buildings that have already been demolished remain in the building register, but the information has not been changed, for example because the building control has not been notified. During the investigation, we will visit the demolished or destroyed building and update the information in the building register.
