Attachments to the permit application

The attachments for each permit application are determined on a case-by-case basis. You can inquire about more detailed instructions on the attachments for your permit application from the building control authority before you start planning. The permit processor determines the attachments required for the application during the permit processing. Below is information on the attachments most commonly required for a permit application.

Road access permit related to a public road

Outside the local plan area, a connection permit from the road authority is required to build a new connection. Economic Development Centre Road connection permit

Statement of ownership or possession of the construction site

If necessary, proof of ownership or possession must be provided in permit applications. If there have been no recent changes to the ownership of the property and if all the owners of the property are the applicants, the authority will often see the ownership and no separate proof is required in this case.

A statement of ownership or possession may be as follows:

  • a copy of a valid foreclosure certificate
  • copy of the deed of sale
  • copy of the rental agreement

Trade register extract

If the applicant is a company, an extract from the trade register is required. This will show the persons authorized to sign the company's business name.

Power of attorney

If the application or notification is signed by an agent and not by the applicant themselves, an appropriate power of attorney must be attached to the application.

Excerpt from the meeting minutes

If the applicant for a permit is a housing company and the construction measure may significantly affect the living conditions in the property, the application must be accompanied by the minutes of the housing company's board of directors, which state that it has been decided to apply for a permit for the measure in question.

Consulting neighbors

According to the Building Act, neighbours must be notified of the initiation of a permit application. Neighbour consultation means that neighbours are informed of the initiation of a permit application and are given the opportunity to submit their comments on the plan. The need and scope of neighbour consultation depend on the characteristics of the construction project. The building inspectorate determines in connection with the permit application which neighbouring properties must be consulted as neighbours for each construction project.

During the consultation, the drawings of the permit application must be presented to the owners of neighboring properties, after which they are asked to sign the site plan for their own plots. The consultation can also be carried out electronically through Lupapiste, if the email address of the owner of the neighboring property is known. During the consultation, the neighbor must write any comments on the site plan, in a separate appendix or at Lupapiste, so that the neighbors' comments regarding the project can be taken into account in the permit processing.

If the permit applicant does not want to conduct the consultation with the neighbors themselves or for some reason cannot get a neighbor to sign the form, a consultation with the neighbors can be ordered from the building inspection. A consultation conducted by the authority is subject to a fee and slows down the processing of the permit. The consultation will be charged according to the current fee schedule.

Foundation and ground condition survey and ground investigation

A report on the foundation and ground conditions of the construction site and, if necessary, on the health and safety of the site, the elevations, the required foundation methods and other necessary measures must be attached to the building permit application. The report must always be made for single-family house projects and projects of the same size and larger. If necessary, a ground survey must be carried out on the construction site.

Designer announcement

The person undertaking a construction project must, in conjunction with the application for a building permit, notify the building control authority in writing of the project's chief designer and construction designer. The special designers who are essential for the assessment of the project must also be notified at the same time. Other special designers must be notified before the special plan is submitted to the building control authority. The notification must include the designer's consent to the assignment.

The Ministry of the Environment has approved by decision all designers and foremen approved by municipal building control authorities between 1 January 2020 and 31 December 2024 to act in corresponding positions, both in terms of the level of complexity and the intended use of the construction project. The decision ensures that there are enough qualified designers and foremen for construction projects until the certificates of competence in accordance with the Construction Act have been issued. The qualifications established by the building control authority are fully approved as qualifications in accordance with the law. The decision is valid from 1 January 2025 to 1 January 2027.

Without prior approval from the building control authority and after the transition period, designers must have a certificate of competence issued by an authorized institution. Building Act Section 83

Preliminary wastewater system construction report

If the building is not connected to the sewer network, a preliminary wastewater system construction report form signed by the chief designer must be attached to the construction permit application.

Energy audit and certificate

The building's energy report and certificate must be attached to the application if it is, for example, a residential building or a holiday home used for more than 4 months a year.

Design

The building permit application must be accompanied by the main drawings of the building, which must be signed by a qualified designer. The drawings must be prepared in accordance with the requirements of the The National Building Code of Finland.

Below is a list of drawings required for new construction and a list of items that must generally be shown on the drawings. When applying for a permit for alteration or extension, the drawings must show the building parts intended to be demolished and those that will remain, with their own markings.

The drawings must show the height system used in the design (N2000).

Permit applications must generally include the following drawings:

Location plan drawing

Scale 1:200 or 1:500

  • Buildings and structures planned for construction, as well as fences
  • Demolished buildings, existing buildings
  • All buildings must be named according to their purpose
  • The main dimensions of the building and its dimensions from boundaries and buildings
  • Waste disposal
  • Surface water arrangements/drainage discharge points
  • Water and sewer pipes in buildings
  • Location and distances of the wastewater system and domestic water well outside the water and sewer network area
  • Location of the geothermal system
  • Driveways and walkways, vehicle access width
  • Parking spaces, parking space calculation in projects larger than a detached house
  • Floor area, total area and volume calculations
  • Play and lounge areas, drying and dusting areas
  • Plantings, trees to be preserved and felled
  • Yard surface materials
  • Elevation ratios on contour lines (existing and future)
  • Elevations of the corner points of the plot
  • Elevations of the building's corner points (former in brackets)
  • Floor level elevations
  • Street elevations
  • Official property codes
  • Property boundaries and lengths
  • Neighboring buildings and building boundaries
  • Direction arrow
  • Building area boundaries according to the local plan
  • Necessary local plan markings, including purpose of use, number of floors, building rights
  • Plantings
    The site plan must show the plantings on the plot and the trees to be preserved and felled in the site plan areas. The shrubs and trees to be planted on the plot must be named. Fences, groups of shrubs to be planted on the boundary and the maintenance space they require must be agreed with the owner of the neighbouring plot (neighbour consultation).
  • Plot entrance and parking spaces

Floor plans

Scale 1:50 or 1:100

  • The main dimensions of the building (recesses, bay windows, openings in the floor, dimensions of spaces over 1,6 meters high)
  • Floor level elevations
  • Purpose of the rooms
  • Material markings for building components
  • Heating system (boiler output to be displayed in the boiler room)
  • Chimneys (horizontal section scaled 1:20)
  • Door widths, if the width differs from the specifications
  • Fixed room decoration
  • Locations of incisions, reference marks
  • Delimitations of the field of change
  • Fire compartmentation limits and levels
  • Fire class, fire hazard class and protection level
  • Emergency exits - Existing walls and changes must be presented in accordance with the drawing markings of the Finnish Building Regulations.

Cutaway drawings and structural types

Scale 1:50 or 1:100 and 1:20

  • Elevations of the floor or floors
  • Elevation of ridge, eaves, etc.
  • Floor and room heights
  • Substance labels
  • Roof slope
  • U-values ​​of structures
  • Fire class of structures (in structures limiting different fire zones)
  • dB value of structures if necessary
  • Structural strengths and material markings

Facade drawings

  • Materials and colors of facade and roof surfaces (including processing methods)
  • House ladders, roof accessories, e.g. snow guards
  • Emergency exits
  • Original ground elevation shown in dotted lines
  • Street elevation on the street-facing facade
  • Chimney height on a water-based roof

Civil protection drawing (>1200/1500 m2 buildings)

  • Civil protection calculation
  • A civil protection declaration is also attached to the civil protection drawing.

Report on the processing and utilization of construction or demolition waste

A report on the quantity, quality, processing and utilisation of the demolition waste must be attached to the building demolition permit. A demolition waste report is not required if the quantity of waste is small. The demolition permit or demolition notification must separately state any construction or demolition waste that is hazardous to health or the environment and its processing.
