Construction permits

Construction-related permits are applied for electronically via the www.lupapiste.fi service. The Building Control Authority always considers the need for a permit on a case-by-case basis based on laws, regulations, plans and the building regulations of the City of Ikaalinen. With the new Construction Act, which entered into force on 1 January 2025, the building permit and the measure permit (as well as the measure notification) will be replaced by a single permit form, the construction permit. Section 42 of the Construction Act includes, among other things, an 8-item list of measures that always require a construction permit, and from which it is not possible to deviate by the building regulations.

The construction of a new building site requires a building permit if the site is:

1) residential building;

2) a building with a size of at least 30 square meters or 120 cubic meters;

3) a canopy of at least 50 square meters;

4) an audience structure that can be used by at least five natural persons at the same time, with the exception of an event structure that remains in place for a maximum of three months; 

5) a mast or chimney at least 30 metres high;

6) an illuminated advertising device of at least 2 square meters;

7) energy well;

8) an area built for a specific activity that has an impact on the use of the surrounding areas.

The construction of a new building also requires a building permit if the construction has a minor or significant impact on the use of areas, the cityscape, the landscape, cultural heritage or environmental aspects, the construction requires official supervision to ensure that essential technical requirements are met, or building supervision is necessary to supervise the construction of the building in the public interest. However, a building permit is not necessary if the measure is based on a street plan in accordance with the Land Use Act, an approved road plan in accordance with the Act on the Transport System and Roads (503/2005) or an approved railway plan in accordance with the Railway Act (110/2007). However, the municipality may stipulate in its building regulations that a building permit is not required in the municipality or part thereof for a construction project referred to in this subsection if the construction project can be considered minor.

A building permit is also required for repairs and alterations that are comparable to the construction of a building, as well as for the extension of a building or the increase in the floor area of ​​a building. When repairing a building, a building permit is required if the repair is aimed at eliminating a health hazard identified in the area of ​​the measure to a greater extent than minor, the load-bearing structure of the area of ​​the measure is damaged, or the repair measures may endanger the health and safety of the building, or the repair has a significant impact on the cityscape, landscape or cultural heritage. A building permit is also required for repairs that affect the essential characteristics of the building. A building permit is always required if:

1) a building protected by a plan or by law or of historical or architectural value is repaired or altered in a way that has a significant impact on the protected or architectural value of the building;

2) repair or modification work related to the building envelope or technical systems can significantly affect the building's energy efficiency or energy and environmental impacts during the building's entire life cycle;

3) the purpose of use of the building or part of it is substantially changed.

Deviation permit

A building permit requires a positive deviation decision in some situations. You need a deviation permit, for example, when your project deviates from the planning regulations or building regulations or you are building in a planning need area. Building on an unplanned beach and changing the purpose of a holiday home to a permanent home on the beach also requires a deviation. The need for a permit in Ikaalinen is determined by the building inspectorate. The deviation permit is prepared for the environmental protection board by the planner and the environmental protection board makes the decisions.

Separate siting permit

A building permit consists of a review of land-use conditions (siting conditions) and a review of essential technical requirements (implementation conditions). A building permit is issued by the municipal building control authority. If the applicant so requests, the municipality may decide on the existence of investment conditions by means of a separate decision (investment permit).

Siting permit for clean energy transition projects

If the applicant for a construction permit so requests, the review of the land-use conditions of a clean transition industrial project will be carried out using a location permit without a local plan or master plan, which stipulates its use as the basis for granting a construction permit.

Extension of the validity of a building and construction permit

You can apply for an extension to your building and construction permit. You can apply for a one-time extension of 2 years for the start of construction. After the start, you can apply for an extension of 3 years at a time for the validity of your building and construction permit. Extensions are applied for electronically in the Lupapiste service.

Landscape work permit

A landscape work permit is required for, among other things, land construction that alter the landscape and felling trees in a local detailed plan area. A landscape work permit is also required in master plan areas, if so specified in the master plan.

Dismantling permit and notification

You need a demolition permit to demolish a building in local plan and master plan areas. A demolition notification must always be submitted outside of plan areas, even if demolition does not require a permit. The demolition permit processing takes into account the construction and cultural history surveys of the building stock, which you can find out more about building control.

A demolition permit is not required if the demolition of a building is related to a valid construction permit or other decision or request made by an authority.

Before demolishing a building, check with the building inspectorate to see if the demolition will affect the building rights of the construction site if you plan to build a new building in the future to replace the demolished one.

Tree felling notice

A tree felling notification must be submitted when trees are felled in an urban area. A tree felling notification will be accepted if there are good grounds for felling the trees.

The notification can be made in a free-form format to the city gardener by email. An explanation of why the trees are being felled and a map extract on which the trees to be felled are marked should be attached. Photographs of the trees to be felled will speed up the processing of the matter.
