The Kangaslammi energy project's wind power sub-plan

The draft plan will be on display from 11.02.2026 to 27.03.2026.

The Ikaalinen City Council has decided at its meeting on 26.01.2026 § 5 to make the draft partial master plan for the Kangaslammi energy park available for viewing (AKL § 62, MRA § 30). The draft plan will be available for viewing from 11.02.2026 to 27.03.2026 on the public notice board, the city library (Poppelikatu 10) and the technical office (Kolmen airon katu 3), as well as on the website.

City residents and other stakeholders have the opportunity to express their opinions during the public viewing of the draft plan by 27.03.2026 digitally at kanslia.teknisetpalvelut@ikaalinen.fi or by post at the following address: City of Ikaalinen, City Hall, Kolmen airon katu 3, 39500 Ikaalinen.

PUBLIC EVENT

Public meeting regarding the draft partial master plan and the EIA report will be held on Tuesday, March 3, 2026 at 17.00-19.00 in Altin Sali, Eino Salmelaisen katu 20, 39500 Ikaalinen. Coffee will be served at the event from 16:30 to 17:00. It is also possible to participate in the event remotely via Teams.

Kangaslammin Energia Oy, a project company owned by Pohjan Voima Oy, is planning the Kangaslammin wind and solar power project in the area of ​​the towns of Parkano and Ikaalinen. This planning report deals with the planning of the Kangaslammin energy park sub-general plan area in Ikaalinen.

The draft plan is based on the EIA alternative VE2B, in which 16 wind turbines and 99 ha of solar power areas are planned for the Parkano area. Two wind turbines will be located in Ikaali. The total height of the wind turbines is a maximum of 300 meters and the unit power is a maximum of 12 MW. The entire project area is approximately 3,000 ha in size. 

The purpose of the master plan for a wind farm is to enable the construction of wind turbines in the area. The master plan is prepared as a legally effective master plan within the meaning of Section 77 a of the Land Use Act, which can be used as the basis for granting a building permit for wind turbines in accordance with the master plan in the wind turbine area (TV areas).

The environmental impacts of the project have been assessed in a separate environmental impact assessment procedure. The Inland Finland Vitality Centre is responsible for the environmental impact assessment procedure (EIA).

The Ikaalinen section includes the Rukoneva enclave (2 km²). The implementation of the project requires partial master plans. Each city will prepare its own partial master plan.

The Ikaalinen City Council has decided on 22.04.2024 to initiate the Kangaslammi wind power sub-general plan in accordance with Section 63. The aim of the sub-general plan in Ikaalinen is to enable the construction of a maximum of two wind turbines and the associated service roads, underground cables and a substation. The sub-general plan will be prepared in accordance with Section 77a of the Finnish Land Use Act, which means that it can be used as the basis for granting building permits for the wind turbines in the project.

The participation and evaluation plan was on display from October 30, 2024 to November 28, 2024.
