The purpose of the partial master plan is to enable the construction of wind turbines in the Tevaniemi area and to preserve the area in forestry use.

The plan area is located in the Tevaniemi area of ​​Ikaalinen, on the east side of Highway 3, approximately 9 kilometers north of the center of Ikaalinen. The area is used for forestry. The area of ​​the plan area is approximately 1249 hectares.

The partial master plan is detailed in terms of plan markings and regulations concerning wind turbines and directly guides implementation. The use of the master plan as the basis for a construction permit for wind turbines is regulated in Section 77a of the Land Use Act: “A legally effective master plan may be used directly as the basis for a construction permit for a wind turbine, notwithstanding the provisions of Section 46(1) of the Building Act, in areas where the master plan has specifically provided for this.”

The aim of the plan is to enable the construction of 9 wind turbines with a total height of up to 280 meters. The power of the turbines is estimated to be a maximum of 10 MW, and the estimated total power of the wind farm is therefore a maximum of 90 MW.

Tevaniemi wind farm partial master plan area building ban

The City Council, by its decision of 25 May 2026, Section 36, has decided to impose a building ban on the planning area of ​​the Tevaniemi wind farm partial master plan, which will be valid for five (5) years, however, at most until the plan has entered into force.
The construction restriction in the area does not apply to earthworks that alter the landscape, felling of trees, or other comparable measures pursuant to Section 53 of the Construction Act.
