Home care allowance and partial care allowance
Parents of children under 3 years old have the option of arranging day care for their children themselves as an alternative to municipal day care. In that case, parents will receive home care support, which includes care allowance and an income-related care supplement.
Parents of children under the age of 3 are entitled to home care support. On 1 January 2005, home care support in the form of partial care allowance was extended to also apply to parents of first and second graders.

Private early childhood education
Parents of children have the option of choosing private care support as an alternative to municipal day care for children under school age. The family applies for support from Kela, from which the support is paid directly to the private day care service provider. The condition for payment of private care support is that the municipality has approved the service provider. In addition, private day care is supported by paying a municipal supplement if the weekly care time is more than 20 hours.
