The property owner must have a report on the property's wastewater system and related operating and maintenance instructions. The report and instructions can be commissioned by a professional, for example a designer familiar with water supply in scattered settlements. If the wastewater system is simple, you can prepare the report and operating and maintenance instructions yourself.

Deviation from requirements
For properties whose wastewater systems are required to meet treatment requirements by the deadline of October 31, 2019, the owner or occupier can apply to the municipal environmental protection authority for a deviation from the wastewater treatment requirements for a maximum of five years at a time.
A deviation from the requirements may be granted if the conditions specified in the Environmental Protection Act are met. The condition is that the environmental load caused by wastewater can be considered to be significantly low or that the required actions are unreasonable for the property owner. When assessing the unreasonableness of the actions from the property owner's perspective, the following shall be taken into account:
1. the location of the property in the area intended to be covered by the sewer network;
2. the advanced age of the property owner and those permanently residing on the property and other similar special factors related to their life situation;
3. long-term unemployment or illness of the property owner or other comparable social impediment to performance.
Properties whose owner or occupier was born before March 9, 1943 are automatically exempt from the obligation to repair wastewater systems, provided that the property's wastewater system is in working order and does not pose a risk of environmental pollution.

Wastewater treatment in scattered settlements
Wastewater treatment in scattered settlements is regulated nationally by the Environmental Protection Act 2014/527 and the Government Decree on the Treatment of Domestic Wastewater in Areas Outside Sewerage Networks. The construction of a wastewater system is regulated by the Land Use and Building Act 1999/132. In addition, there may be municipal or regional regulations based on local circumstances.

Wastewater sludge treatment
The responsibility for emptying the sludge was transferred to Pirkanmaa Jätehuolto.
The emptying of sludge from septic tanks, closed pits and small treatment plants will be ordered from the customer service of Pirkanmaa Jätehuolto from the beginning of 2017. The joint regional waste management division of the municipalities has decided to switch to sludge transport organized by the municipality as of January 1, 2017. The decision applies to the municipalities that own Pirkanmaa Jätehuolto, excluding Nokia.
According to the Waste Act, septic tank and cesspool sludge are considered municipal waste and are therefore the responsibility of the municipality. Centralized collection ensures appropriate further processing of the sludge and equitable service provision and pricing for residents.
Proper sludge disposal is also important for the environment and the property.
- The release of sludge into the environment causes eutrophication of nearby water bodies, deterioration of water quality in wells and potential health risks. In addition, regular emptying ensures the functionality of the wastewater system and extends its service life, says Timo Varsala, Technical Manager of Pirkanmaa Waste Management.
- Pirkanmaan Jätehuolto puts out tenders for transport, organises sludge emptying, takes care of registers, customer service and invoicing, says Varsala.
Sludge transport was put out to tender in accordance with the public procurement procedure last spring. The transports were divided between Eerola-yhtiöt Oy, Lassila&Tikanoja Oy, Pirkanmaan Betonipumppaus Oy and Pertti Musakka Ky. In Juupajoki, the emptying of sludge pits organized by Pirkanmaan Jätehuolto began already in 2012 and Juha Soikka Tmi continues as the contractor there. Since an appeal has been filed with the Market Court regarding the spring procurement, the sludge works will start with temporary arrangements, which will be valid until the Market Court's final decision. The temporary contracting arrangement enables waste management to fulfill its statutory duty and handle customers' emptying orders.
