General principles of zoning

Municipal planning is guided by plans and instructions from higher levels.

Local residents can influence planning by taking initiatives and participating in the planning debate and in presentation and negotiation events for individual plans, which are held when necessary during the preparation of the plans.

Officially, plans can be influenced by submitting opinions and comments while the plan is on display. Residents, landowners and all those whose conditions may be affected by land use decisions, as well as authorities and communities whose fields of activity are covered by the planning (participants), must have the opportunity to participate in the preparation of the plan, assess the impacts of the planning and express their opinions on the draft plan.

The plan is approved by the city council, except for minor changes to the local plan, in which case the city government may approve it. Anyone dissatisfied with the approval decision can appeal the matter to the Hämeenlinna Administrative Court.
